dbb0a75118 bump versions
have to absorb a version change due to xous-semver change

might as well also update the utra/svd generator dependencies
since that's been held off for a long time now.

1255bf12d9 FLAG DAY: fix all names to harmonize around 'bao1x'
The code base had evolved through several code names, interim
names, company names and chip names that alternatively did or did
not exist.

Baochip is the definitive name of the company, and the Baochip1x
(full part number BAO1X2S4F-WA) is the definitivey part number of
the SoC. For convenience, the part number is shortened to 'bao1x'
in most feature flags and variable references.

This commit fixes all of the odd names and removes some unmaintained
early targets.

9c90994bd5 reduce size of XIP region
in practice, we're not putting a 128M part out there, but merely
saving space for that amount of memory chews up 32k of page tracking
for something we will never use.

Tune that down to 64M, reducing the overhead to 16k. This also
matches the largest available HyperRam / FLASH part that we might
put into the XIP memory range.

002a621181 change order of imports (work around rust-analyzer bug?)
I can't figure out why rust-analyzer on my system isn't work
correctly but if I change the order of imports things work better.

If this breaks things for Foundation Devices (@eupn) let me know,
I will poke at this some more and try to figure it out. In theory
it should have no impact but somehow I'm getting the atsamd target
*always* live in my vscode environment, even when it is switched
off when it isn't the last target in the list (and this overrides
all of the rust-analyzer settings for other targets).
