7dc011e6d8 make build process a bit more transparent 
- print help messages when running svd2utra from command line for
development
- do not allow utra to silently fall back to a default if one
has not been specified in the environment

d0d687a239 utra: fix build on non-hardware release 
This adds svd2utra, which enables building for non-embedded harware.

It also fixes some build issues, and paves the way for generating UTRA
at compile-time.
