normally we never see these failures, but, as we are seeing
flash wear-out on the CI machine the writes can take
long enough that we get some concurrent requests. As a work-around,
just automatically retry a few times before throwing the error
back to the caller.
if the buffer fills up to the point where there isn't enough
space for the 8-bytes of header, a split_at() call will fail before
the routine even gets to decide if the record can fit.
abort the loop if the buffer is that full.

results are slightly better on the first run (3700ms instead of 4900ms)
but there seems to be really excessive allocations using the heap
allocated serializer by rkyv. We really need to use the bufserializer
I think for this to work.
During the previous port, we only wrote the first 4096 bytes. Write the

This experimental tool can be used to create all-in-one images based
on precomputed file lists. It generates "test images" using just the
bare minimum number of processes.
This program includes all the keys, kernel, and initial images required
to support a simple program.

Instead of assuming everything is a file or a path, allow
loading ELF files from u8 slices. This will enable us to create
images with `include_bytes!()`.

Move the code used to sign images into its own library file. This will
enable us to use the image signing functions from other code.
