[js/web] Added Reduce operators support (#16122)
### Description
Added support for ReduceL1, ReduceL2, ReduceMean, ReduceMin, ReduceMax,
ReduceSum, ReduceLogSum, ReduceLogSumExp, ReduceProd and
ReduceSquareSum.
