remove some more trash scripts that shouldn't be in the main repo
...
these are all helper scripts specific to my system that aren't
really useful to anyone.
also made it generally the case that scripts in the root directory
are ignored. "generally useful" tools are put in the `tools` directory.
stuff in the root directory is just notes and bits for me to chew on.

add some .gitigore entries that help make my life a little easier
...
if anyone objects to these feel free to revert them, but it's
nice to have some helper scripts local to my machine in the root
dir that don't always show up in my status.

utra: fix build on non-hardware release
...
This adds svd2utra, which enables building for non-embedded harware.
It also fixes some build issues, and paves the way for generating UTRA
at compile-time.

xtask: remove loader, kernel from workspace to fix rebuilds
...
These packages modify RUSTFLAGS, which causes some packages to be
rebuilt every time. Move them out of the workspace so as to ensure they
don't use the same `target` directory.
