901525e3c9 handle multiple performance manager options 
by default, shellchat drives the performance management interface.
But if an alternative one is specified, it overrides shellchat.

c127f00dc1 add a no-codec feature for DVT builds 
specifying this turns off all dependencies that rely on the
codec, which is a different device on DVT.

66311005ae xtask: builder: remove LAST_CONFIG 
We now use build flags to decide which version of utralib to use. This
makes `LAST_CONFIG` obsolete, since the version of utralib is decided
using a hash of build configs and build flags.

13078509e9 xtask: rename args.bin -> xous_presign.img 
The `args.bin` file served only to be copied to `xous_presign.img`. Skip
this step and directly generate a file called `xous_presign.img`.

74fe8c989c add dvt target 
resurrecting some old hardware as an efuse testing target;
new hardware is too precious at the moment given the ridiculous
shortage of FPGAs on the market.
