Sean Cross	0d72454776	loader: move loader into main workspace ... Add the loader into the main workspace, removing it from its own sub-workspace. We can do this now that we can specify the linker script in `build.rs`. This improves IDE support, and should shrink disk storage requirements. Sean Cross	8920ab57cf	xtask: remove loader, kernel from workspace to fix rebuilds ... These packages modify RUSTFLAGS, which causes some packages to be rebuilt every time.
