split low-level engine verification routines into a feature flag
...
to use these, one must include engine-25519 and also not use
the curve25519-dalek native primitives.
Probably what we *should* do is create some backend calls that allow
us to queue up local jobs only for this sort of testing.

that none of the transitive deps of the tls packages
try to use a newer ring.

fix engine tests
...
engine wasn't passing because the *tests* were incorrect, due
to incorrect upgrades on the API. The tests are now to spec.

This is the weirdest damn thing. All the crates say 0.4.19 as
the chrono version, but the actual version in the lockfile
is 0.4.33. And there isn't an error about it?
Anyways, this update the pins to reflect what's in the lockfile.

upgrade all the subordinate Cargo.toml files to match the patch
...
looks like about 9 crates will be affected by this. Point them
all to the latest version of the API, and specify the
"precursor" feature (which activates our patch)
