Add ability to comment out some platforms/architectures without the scripts to assemble the c/obj-c packages breaking. Update a couple of commands to preserve symlinks. ### Motivation and Context <!-- - Why is this change required? What problem does it solve? - If it fixes an open issue, please link to the issue here. --> Make debugging packaging issues faster.
