Adrian Lizarraga b5eb9e8a8a [QNN EP] Update to QNN SDK 2.22 (#20628) ... ### Description - Updates pipelines to use QNN SDK 2.22 by default. - Linux QNN pipeline now uses an Ubuntu 22.04 image (required by QNN SDK) - Android QNN pipeline still uses the current Ubuntu 20.04 image.
