### Description 1. Add a build validation for Linux ARM64/ARM32 cross-compile to catch issues listed in #18195 . 2. Revert eigen's commit id back to what we had before. ### Motivation and Context To catch cross-compile issues. Added a TODO item for fixing the compile warnings in Linux ARM32 build: AB#21639
