Adrian Lizarraga 52e5601449 [QNN Nuget Pipeline] Build with ML ops and detect ORT version (#19024) ... ### Description - Removes `--disable_ml_ops` build flag - Automatically detects ORT version from VERSION file via `templates/set-version-number-variables-step.yml`.
