Yulong Wang 473434c73f [js/webgpu] perform uniform consistency check (#20019) ... ### Description This PR makes a change in WebGPU backend to validate program uniforms. It compares the uniform data that comes from the result of `getRunData()` callback from the program info, with the `ShaderHelper`'s maintained list of uniform variables.
