To make the debugging easier, use flex-downloadPipelineArtifact ### Motivation and Context Azure-Pipelines-EO-Windows2022-aiinfra is using 1ES window-latest image. The pipeline might be failed by unexpected upgrade. Verified: https://dev.azure.com/aiinfra/Lotus/_build/results?buildId=384425&view=results ### P.S.
