### Description
Update protobuf-java to version 3.21.7. This change only impact tests.
### Motivation and Context
The current version exhibits CVE-2022-3509
* re-hipify all rocm EP sources
* fix all other files affected by re-hipify
* add cuda_provider_factory.h to amd_hipify.py
