Creates correct package for mac-catalyst and doesn't require setting
symlinks via bash script.
# Description
This PR removes the building of the ORT "mobile" packages and much of the associated infrastructure which is no longer needed.
Not removed yet - tools/ci_build/github/android/mobile_package.required_operators.config and the helper scripts that depend on it.

The mobile packages were deprecated in 1.18. Users should use the full packages (Android - onnxruntime-android, iOS - onnxruntime-c/onnxruntime-objc) instead or do a custom build.

As title.
1. Add macos build as an optionally enabled arch for pod and changes to
exsiting build_ios_framework/assemble_c_pod scripts.
2. Enable macos build arch in ios packaging pipeline (currently for
variants other than Mobile) and check the output artifacts are correct.
3. Write MacOS Test Target scheme in the test app and integrate into ios
packaging CI testing pipeline.
Currently the changes only apply to onnxruntime-c pod. as the original
request was from ORT SPM which consumes the onnxruntime-c pod only as
the binary target. TODO: could look into adding macos platform to objc
pod as well.

Enable macos platform support in cocoapods. and also potentially produce
binary target for enabling macos platform in SPM as well.

This pull request contains a few changes:
1. Adds support for string ort values.
2. Fixes the training minimal build (that was broken with #16601) by
putting custom op registration behind #ifdefs
3. Fixes the iOS pod package generation (that was again broken with
#16601) by explicitly providing paths to be copied during pod creation.
### Description
Enable support for building iOS packages/CocoaPods with training API
- Add `Training` Package variant and config files in current iOS
packaging utilities to enable creation of training packages
### Motivation and Context
This PR introduces new `Training` variant in
`build_and_assemble_ios_pods.py` script which allows creating pods for
iOS with training API enabled.
The sample script to build training pods:

Note: build settings file should have `--enable_training` as a build
parameter.
Simply adding training packaging increases the duration of the Azure
pipeline for packaging by 70 minutes. To address this issue, we need to
parallelize pod creation. In order not to further strain the pipeline,
the changes for training packaging will be added in another PR, which
optimizes the packaging pipeline.

iOS developers are using SPM as much as cocoapods, so adding SPM means
both are catered for.
### Description
`lintrunner` is a linter runner successfully used by pytorch, onnx and
onnx-script. It provides a uniform experience running linters locally
and in CI. It supports all major dev systems: Windows, Linux and MacOs.
The checks are enforced by the `Python format` workflow.
This PR adopts `lintrunner` to onnxruntime and fixed ~2000 flake8 errors
in Python code. `lintrunner` now runs all required python lints
including `ruff`(replacing `flake8`), `black` and `isort`. Future lints
like `clang-format` can be added.
Most errors are auto-fixed by `ruff` and the fixes should be considered
robust.
Lints that are more complicated to fix are applied `# noqa` for now and
should be fixed in follow up PRs.
### Notable changes
1. This PR **removed some suboptimal patterns**:
- `not xxx in` -> `xxx not in` membership checks
- bare excepts (`except:` -> `except Exception`)
- unused imports
The follow up PR will remove:
- `import *`
- mutable values as default in function definitions (`def func(a=[])`)
- more unused imports
- unused local variables
2. Use `ruff` to replace `flake8`. `ruff` is much (40x) faster than
flake8 and is more robust. We are using it successfully in onnx and
onnx-script. It also supports auto-fixing many flake8 errors.
3. Removed the legacy flake8 ci flow and updated docs.
4. The added workflow supports SARIF code scanning reports on github,
