This changes fixes several problems for operator tests for web: - `opsets` -> `opset`: an operator uses exactly one opset instead of multiple - `condition` -> `platformCondition`: make it less confusing - `inputShapeDefinitions`: allows to test ORT behaviors when it get no/partial/full shape info.
