[js/web] use the recommended workaround for Vite (#23531)
### Description

After some investigation and debug, I decided to follow the recommended
workaround as suggested in https://github.com/vitejs/vite/issues/8427.

### Motivation and Context

There is a known issue with Vite 5.x when using WebAssembly package.
Detail information is in https://github.com/vitejs/vite/issues/8427.

There are previous attempts to fix this problem (#23487). I tried
various ways to make it working out of the box for Vite users but none
of them worked: Some "fixes" did fix the usage of Vite but broke other
use case/bundler and some introduced other issues. Eventually I figured
out that there is no good way to fix this inside ONNX Runtime.

Considering the root cause is inside Vite and it may be fixed in Vite
v6. I think now the best way is to follow the recommended workaround.

[js/web] allow import .mjs/.wasm file (#23487)
### Description

Allow importing the `.mjs` and `.wasm` files.

when using Vite, this enables web app to consume ORT-web for simplify
the setup:

Pre-requisites of upgrading EMSDK (#23347)
### Description

This PR contains a part of the changes in #23318.

The reason of creating this PR is: The works to support building WebGPU
EP in WASM depends on #23318, which cannot be merged since it's blocked
by upstream (https://github.com/llvm/llvm-project/issues/122166). This
PR contains the changes can be safely merged separately and can unblock
the development of supporting building WebGPU EP in WASM.

[js/web] fix package export for bundlers (#23257)
### Description

This PR tries to fix #22615. (see detailed description in the issue)

A perfect solution would be too difficult to make, because there are a
huge number of combinations of usage scenarios, including combinations
of development framework, bundler, dev/prod mode, and so on.

This PR is using the following approach:
- Introduce a new type of end to end test: export test. This type of
tests are complete web apps that use popular web development frameworks,
and the tests are using puppeteer to run the apps and check if the apps
can run without error.
  - added one nextjs based web app and one vite based web app.
- In the test, perform the following test steps:
  - `npm install` for packages built locally
- `npm run dev` to start dev server and use puppeteer to launch the
browser to test
- `npm run build && npm run start` to test prod build and use puppeteer
to launch the browser to test
- Make changes to ort-web, including:
- special handling on Webpack's behavior of rewriting `import.meta.url`
to a `file://` string
  - revise build definitions
  - fix wasm URL for proxy, if used in a bundled build

[js/web] update default export to include webgpu (#22754)
### Description

This PR changes the following exports:
- `onnxruntime-web` now is same to `onnxruntime-web/webgpu`.
- `onnxruntime-web/webgpu` is deprecating.

### Migration instructions:
- use `onnxruntime-web` instead of `onnxruntime-web/webgpu`.
- use `onnxruntime-web/wasm` if want to use onnxruntime-web without
webgpu/webnn.

[js] change default formatter for JavaScript/TypeScript from clang-format to Prettier (#21728)
### Description

See
454996d496
for manual changes (excluded auto-generated formatting changes)

### Why

Because the toolsets for old clang-format is out-of-date. This reduces
the development efficiency.

- The NPM package `clang-format` is already in maintenance mode. not
updated since 2 years ago.
- The VSCode extension for clang-format is not maintained for a while,
and a recent Node.js security update made it not working at all in
Windows.

No one in community seems interested in fixing those.

Choose Prettier as it is the most popular TS/JS formatter.

### How to merge

It's easy to break the build:
- Be careful of any new commits on main not included in this PR.
- Be careful that after this PR is merged, other PRs that already passed
CI can merge.

So, make sure there is no new commits before merging this one, and
invalidate js PRs that already passed CI, force them to merge to latest.

### Description

This PR adds a new option `ort.env.wasm.wasmBinary`, which allows user
to set to a buffer containing preload .wasm file content.

This PR should resolve the problem from latest discussion in #20876.

[js/web] allow build target for non dynamic import (#20898)
### Description

This PR allows to build ORT web to `ort{.all|.webgpu}.bundle.min.mjs`,
which does not have any dynamic import. This makes it possible to use
ort web via static import in service worker.

#### Bundler compatibility:

Config changes are need for bundlers. See usage example in
/js/web/test/e2e/ for Webpack, parcel and rollup.

- if consuming from a CDN, there is no breaking change.
- if consuming from a local server, need to copy all `ort-*.wasm` and
`ort-*.mjs` files (totally 6 files) in the dist folder. (previously only
need to copy `ort-*.wasm` files.)

There are a few problems with the current module export and deployment:

- Script URL cannot be correctly inferred when imported as ESM.
- Workers are forcefully encoded using Blob URL, which makes
onnxruntime-web not working in CSP environment and Node.js, when using
proxy or multi-threading feature.
- Generated JS code (by Emscripten) is encoded using
`function.toString()`, which is unstable and error-prone.
- When running with a different Emscripten build, always need the build
step. Making it difficult to swap artifacts in deveopment/debug.

NOTE: keeping single JavaScript file (the all-in-one bundle) is no
longer a goal. This is because technically there is a conflict with the
other requirements.

- Drop support of single JavaScript output.
- The current onnxruntime-web distribution uses a single JavaScript file
to include all code. While there are a few benefits, it also creates
problems as mentioned above. Since ESM is being used more and more
widely, and browsers are making more restricted security checks and
requirement, the old Blob based solution is going to be replaced.
- To achieve the requirement, specifically, the CSP environment support,
we have to offer a non Blob based solution. Therefore, we have to
distribute multiple files and drop the single file solution.

- Do not run parser/postprocess on Emscripten generated JavaScript.
- Emscripten is evolving quickly so we should only depends on what's in
its documentation instead of a certain implementation details. (for
example, currently we patch on its code to deal with a special variable
`_scriptDir`)
  - Keep the generated files as-is also helps to:
    - reduce the size of ort.min.js
- make it easier to replace build artifacts when in development/debug

- Drop support for non-SIMD and non-MultiThread. This helps to reduce
the number of artifacts in distribution.
  - (fixed-sized) SIMD is supported in any mainstream JS environment.
- Multi-thread as WebAssembly feature is supported in any mainstream JS
environment. In some environment the feature is guarded with cross
origin policy, but it can still work if not trying to create any worker.

- Use ESM output for Emscripten generated JavaScript.
- There are 2 ways to dynamically import classic (umd) modules and
neither of them are recommended:
- dynamically creating a <script> tag. This changes the HTML structure
and have quite a lot of compatibility issue
- use `fetch()` and `eval()`. However `eval` is strongly suggested to be
avoid because there is a great perf hit.
- importing ESM is super easy - just use the `import()` call.
Considering ESM is widely supported in modern browsers and Node.js this
is the better option.

- Add Blob based solution as a fallback for cross-origin workers.
- There are still wide use case of importing onnxruntime-web from CDN.
In this usage, make it able create worker by using `fetch()`+`Blob` to
create a same-origin Blob URL.

(`onnxruntime.InferenceSession.create` is called with ArrayBuffer or
Uint8Array).

### Motivation and Context
I was trying to run my onnx model in WebGL EP, but it gave me the error
"Cannot read properties of null (reading 'irVersion')".
I used debugger to find that actual error is `int64 is not supported`,
but the error was invisible for me.
So I made it to show both error when isOrtFormat is undefined.

[js] enable external data loading for ort-web (#19087)
### Description
enable external data loading for ort-web.

### Why
The ORT external data design is highly depending on the file system,
especially synchronous file I/O APIs. Those are not available in web
platforms. We need to have extra code to make external data working on
web.

### How
Considering there is no file system in web, an implementation for web to
support external data is to use pre-loaded data. Assume model file
a.onnx includes initializers that linked to ./b.bin, we require users to
pass a full data file list when creating the session. The user code will
be look like:

- add flags to Edge browser launch commandline so that Edge on CI agents
can initialize WebGPU correctly.
- ONLY enable webgpu on web release build. Other pipelines are using
flag `-b=wasm,webgl,xnnpack` to specify the other 3 backends explicitly.
- disable "Resize" related test failures. Once they are fixed the tests
can be re-enabled.

1. speed up web ci, the duration can be reduced from 160 minutes to 130
minutes, a time saving of 20% could be be achieved.
The total computation time is 455 minutes now. Moved to Linux, it could
be reduced to 336 minutes.
2. It's the first step to enable compilation cache for emscripten
3. per Yulong's request, build_web stages are still using windows pool

refactor tensor type in onnxruntime-common.

### Motivation and Context
There major motivation is that I am doing a local change to address the
API part of #15312. And I am doing a refactoring of onnxruntime-common
anyway (#15772).

The `tensor.ts` and `tensor-impl.ts` are too large, so I split contents
into multiple files to make the type declarations clearer.

The original target of this change is for API only ( ie. do not refactor
any implementation.). However, there are a few type/implementation
inconsistencies so I also made minimal changes to fix them.

### Changes
- extract `TensorUtils` for non-template interfaces
- extract `TensorFactory` for all overloads of `Tensor.fromImage()`
- refactor options type that used for `Tensor.fromImage()`
- fix JSDoc comments to make option descriptions consistent with actual
type declarations
- fix an inconsistency for `options.format` and `options.bitmapFormat`;
change all `bitmapFormat` to `format`
- extract `ConversionUtils` for `tensor.toDataURL()` and
`tensor.toImageData()`
- put implementations into multiple files from `tensor-impl.ts`
- fix a bug that cause unittest fail. put comments for future fix.

## change explanation

### changes to onnxruntime_webassembly.cmake
`-s WASM=1` and `-s LLD_REPORT_UNDEFINED` in latest version is
by-default and deprecated.

### changes to onnxruntime_node.cmake
The npm package `cmake-js` updated its way to find file `node.lib`.
previously it downloads this file from Node.js public release channel,
and now it generates it from a definition file.

The node.js release channel does not contain a windows/arm64 version, so
previously cmake-js will fail to download `node.lib` for that platform.
this is why we made special handling to download the unofficial binary
to build. now this is no longer needed so we removed that from the cmake
file.

### changes to tsconfig.json
`node16` module resolution supports async import and `es2020` as target
supports top level await.

multi-thread test on Node.js in E2E test never worked, however the CI
does not pick up the error every time. So this became a flaky test case
which sometimes cause a build break.

Disable this test now and should enable it once it's get fixed.
