* Deprecate unfunctional flag `--enable_multi_device_tests`
### Motivation and Context
* Two contexts of replacing Linux MultiGPU TRT CI:
* Flag `--enable_multi_device_tests` is not functional, which cannot
detect issues like #17036
* The Linux-2xM60 VM of this CI pool is about to be deprecated 9/6/23.
Need to enable this test in other dualGPU vm pool.
### Description
The `%AGENT_TEMPDIRECTORY%\v11.8` is created in azcopy step.
So, the set env step should be after the azcopy step.

Previously, we put the "bin" folder of all the CUDA verions in the system PATH. And 10.2 is in the front. It's a mess.
So I've removed all of them from the system PATH env. But I need to add one of them back through build scripts.
(The problem only affect the C# test, not the C/C++ tests that forked from build.py).
