- Fix some warnings from Xcode build (`-Wshorten-64-to-32`).
- Enable `-Wshorten-64-to-32` warning if available. Currently it's not fully enabled for `onnxruntime_test_all` and `onnxruntime_providers_xnnpack` yet.
- Some clean up in build.py including setting CMake generator more consistently.
### Description
This PR partially reverts changes introduced in
https://github.com/microsoft/onnxruntime/pull/15643
We make two API return std::string always in UTF-8.
We also move the entry points from OrtApiBase to OrtApi to make them
versioned.
### Motivation and Context
`GetVersionString` always returns x.y.z numbers that are not subject to
internationalization.
`GetBuildInfoString` can hold international chars, but UTF-8 should be
fine to contain those.
We prefix them with u8"" in case the compiler default charset is not
UTF-8.
Furthermore, creating platform dependent APIs is discouraged.
`ORTCHAR_T` is platform dependent and was created for paths only.
On non-unix platforms would still produce `std::string` that can only
contain UTF-8
The API was introduced after the latest release, and can still be
adjusted.
1. Update SDLNativeRules from v2 to v3. The new one allows us setting excluded paths.
2. Update TSAUpload from v1 to v2. And add a config file ".gdn/.gdntsa" for it.
3. Fix some parentheses warnings
4. Update cmake to the latest.
5. Remove "--x86" build option from pipeline yaml files. Now we can auto-detect cpu architecture from python. So we don't need to ask user to specify it.
1. Copy tensorflow's thread pool class to ORT, so that we can get a better implementation of thread pool based parallelfor
2. Copy Eigen's thread pool class to ORT
3. Support thread affinity
4. Remove RNN kernel’s private thread pool
5. Modify pool kernels to use the thread pool when openmp is disabled.
1. Enable warning "4503" # Decorated name length exceeded.
2. Enable warning "4146" # unary minus operator applied to unsigned type.
3. Enable float64 support for the Softmax operator
4. Enable compliance checks for Windows x86 32bits build
5. Use TryBatchParallelFor to replace some fallback code in mlas pooling.cc
6. Fix Android CI pipeline.
