…ime/java (#22771)"
This reverts commit 632a36a233.
### Description
<!-- Describe your changes. -->
### Motivation and Context
Run E2E tests using Browserstack failed due to this PR.
### Description
This change is to update the Gradle version within java project to 8.7,
it also upgrades the JAVA to 17. Gradle version from react-native was
also updated to 7.5 to make it compatible with changes from the Java
directory. However, the target java version remains the same. Java
version from these will be upgraded in a separated PR.
This is spited from #22206
### Motivation and Context
This is the first step to upgrade the react native version.
1. Add python 3.13 to our python packaging pipelines
2. Because numpy 2.0.0 doesn't support thread free python, this PR also
upgrades numpy to the latest
3. Delete some unused files.
### Description
Aallows alpha, beta and rc version releases to Maven for Android
artifacts.
### Motivation and Context
Helpful to release rc versions or test artifacts to Maven for testing.
For example, a new QNN android package is being released and it will be
nice to test the RC version for dependencies before release
## Future Work
Allow RC version for all Maven artifacts.
### Description
Pre built QNN Android package
### Future Work
1. Setting up CI with Browserstack- onnxruntime_tests and Android test
2. ESRP Release to Maven
# Description
This PR removes the building of the ORT "mobile" packages and much of the associated infrastructure which is no longer needed.
Not removed yet - tools/ci_build/github/android/mobile_package.required_operators.config and the helper scripts that depend on it.
# Motivation and Context
The mobile packages were deprecated in 1.18. Users should use the full packages (Android - onnxruntime-android, iOS - onnxruntime-c/onnxruntime-objc) instead or do a custom build.

package will contain binaries for: win-x86, win-x64, win-arm, win-arm64,
linux-x64, linux-arm64, android)
2. C# bindings will be added to existing package ->
**Microsoft.ML.OnnxRuntime.Managed**
### Android Package published to Maven:
1. New package for training (full build) ->

### Description
`lintrunner` is a linter runner successfully used by pytorch, onnx and
onnx-script. It provides a uniform experience running linters locally
and in CI. It supports all major dev systems: Windows, Linux and MacOs.
The checks are enforced by the `Python format` workflow.
This PR adopts `lintrunner` to onnxruntime and fixed ~2000 flake8 errors
in Python code. `lintrunner` now runs all required python lints
including `ruff`(replacing `flake8`), `black` and `isort`. Future lints
like `clang-format` can be added.
Most errors are auto-fixed by `ruff` and the fixes should be considered
robust.
Lints that are more complicated to fix are applied `# noqa` for now and
should be fixed in follow up PRs.
### Notable changes
1. This PR **removed some suboptimal patterns**:
- `not xxx in` -> `xxx not in` membership checks
- bare excepts (`except:` -> `except Exception`)
- unused imports
The follow up PR will remove:
- `import *`
- mutable values as default in function definitions (`def func(a=[])`)
- more unused imports
- unused local variables
2. Use `ruff` to replace `flake8`. `ruff` is much (40x) faster than
flake8 and is more robust. We are using it successfully in onnx and
onnx-script. It also supports auto-fixing many flake8 errors.
3. Removed the legacy flake8 ci flow and updated docs.
4. The added workflow supports SARIF code scanning reports on github,
example snapshot:

5. Removed `onnxruntime-python-checks-ci-pipeline` as redundant

- Update Gradle version used in most places from 6.8.3 to 8.0.1. Update Android Gradle Plugin version where applicable.
Not updated in this change: React Native Android projects (under `js/react_native/`). That can be done later along with updating the React Native projects.
- Add Gradle wrapper in `java/` to make it easier to consistently use a specific Gradle version.
### Description
<!-- Describe your changes. -->
Update java/build.gradle to not use deprecated features that were
removed in gradle 8.0.
Also move gradle wrapper setup from a script into a step template.

Fix builds which use hosted Mac agents and gradle.
Recently the system version of gradle got upgraded to 8.0. Even though
we use an older gradle wrapper version, java/build.gradle is still
processed with gradle 8.0 in the initial call to `gradle wrapper`.
Description: Format all python files under onnxruntime with black and isort.
After checking in, we can use .git-blame-ignore-revs to ignore the formatting PR in git blame.

* Add android package build settings for full build

* Update required operators for prebuilt package to add opsets 14 and 15.
Add helper script to check if the prebuilt package will support the model and if not why not.
* Add support for multiple opsets being specified on a single line in the required operators config. This makes it easier to update the pre-built package config.
It's also required for validation tools to work as they only have a single opset from the model and not per-operator opsets. If we only list the incremental ops we could merge in the ops from the previous opset, but that wouldn't give a way to drop an operator from being supported.
Left the info on which ops changed though so we have a better feel for the cost of supporting each opset.
* Only serialize runtime optimization records container if non-empty.
* Remove runtime optimizations from onnxruntime/core/flatbuffers/schema/README.md as it's not completely implemented yet.
* Disable partial runtime optimization implementation by default.
ORT format model runtime optimization implementation is in progress.
This change adds a build.py option to disable the partial runtime optimization implementation, adds CI builds to test it, and disables runtime optimizations in mobile package builds.
This is an update to https://github.com/microsoft/onnxruntime/pull/8079
The sample application motivating the original update changed to use an updated version of the model. Now, fewer ops are required. This change removes the previously added ops which are no longer needed.
* Include ORT format model conversion scripts and infrastructure in ORT python package.
- tweak existing script setup so it can be easily run directly and from the ORT python package
Add config file and readme for Android minimal build package
Update ORT Mobile doco
Disable warning if 'all' optimizations are enabled but NCHWc transformer is excluded (device specific optimizations don't apply in this scenario so the warning is moot).
