Deprecate OMP from nuget pipeline (release:1.7) (#6671)

* deprecate OMP from nuget

* remove omp build

* remove

* add openmp build

* add variants

* rename package

* move GPU to no omp pipeline

* reset path

* switch to abs path

* reset path

* add cpu package

* remove obsolete name

* set package name
